"High-profile cases of tourist misbehaviour pose a dilemma for Thailand...More and more travellers are ignoring the admonishment to fit in "
Yes. Where does Thailand draw the line for foreign tourists, and how can they fit in better?
A bit difficult to behave properly as the Thais do, since foreigners can't do business in Thailand. Thus preventing them from being like Thais and unable to run Jet Ski shops that charge for damages not caused by the user. They can't drive taxis and rip off customers on the fares. Can't enslave people to work on fishing vessels. Can't murder Canadian tourists and be let off until they kill their Thai wife. Can't get away with having their sons kill English couples and blame it on Burmese.
Yes, it is quite a dilemma I'd say.

"... televisions stay on just one channel, with a news host who faces a fraud probe after the National Anti-Corruption Commission (NACC) found grounds of wrongdoing."
If you are in a public hospital, which channel the TV is on should be the least of your worries.

"...stealing her boyfriend..."
This is Thailand. No one steals another's boyfriend. He is only on temporary duty until the next girl falls for his BS line about loving her forever.

Right up there with valuing democracy and honesty.

"The Ministry of Public Health has instructed provincial public health offices in nine provinces to closely monitor effects of smog caused by forest fires on health."
"Smoke bad for health".
"What do we do?"
"Same as last year"
"Good Idea. That worked out very well".
"Let's go out for a cigarette. This thinking work is very stressful.".
Why are they wasting column space on something that they know will never be addressed? The key term is "monitor"...not "Will take effective action."

"Pol Maj Gen Wichai Sangprapai, an advisor to the Bangkok governor, early on Valentine’s Day presided over the opening of the ‘Eternal Love at Bang Rak’ at Bang Rak district office in central Bangkok."
"Eternal Love". Thai translation: Until he finds his first Mia Noi

If they did that in Pattaya, it would become a ghost town overnight

"It asks all Thai people to give them warm welcome while assuring that related agencies will help inform the Chinese about Thai customs and culture."
As strange as it might seem to them, driving on the wrong side of the road and sending other motorists to the emergency room is not a Thai custom. I never imagined anyone could make Thai drivers look competent, by the Chinese have accomplished that and in a big way.
Other customs which are not Thai:
1) Stopping in the middle of the road to look at a map or take photos
2) Spitting on the floor of a restaurant
3) Relieving yourself wherever you happen to be
4) Using sacred/holy vessels to dispose of your used toilet paper.
5) Talking at such a high level that no one else can even hear themselves think.
Commenters...Please add to the list as you see fit.

"They also said it was against the Thai culture..."
When asked if they would ever lie or cheat, 100% said "Never" since that too was against Thai culture.

"The campaign is part of the Royal Thai Police to reduce sexual harassment cases on the Valentine’s Day."
How about apprehending, prosecuting, sentencing and imprisoning the perpetrators who commit these crimes....Regardless of their family and political connections?
Then, start teaching, beginning in the earliest school grades, respect and the proper behaviors expected from responsible males, and which behaviors and acts women should not accept.
However, with all the role models who abuse and exploit women with the blessings of the existing culture, it is going to be a hard row to hoe.

"Since the announcement on the special holiday is made long before the month of May, the business sector is expected to be able to make adjustments and the country’s financial and economic systems should not be significantly affected, the BoT said."
If the Thai business sector needs to make adjustments to avoid a significant negative affect as a result of one extra day of holiday time, what message does that send out to the international business community? Talk about shooting yourself in the foot.

"The Ministry of Natural Resources and Environment wants to impose a strict ban on fires in nine provinces in the North during a critical 60-day period..."
Great...cough...cough...cough..Idea. Wait, let me clear the smoke in front of my screen so I can finish reading the latest pipe dream (which also causes smoke) that a Thai ministry is proposing. For the past few nights, the mountains surrounding the valley where I live were aglow with fires. If the ones responsible for the burning ignored the King's request to stop the burning, what makes you think they will follow a request by a ministry. The only way is to follow the smoke and fine the owner of the property where the burning takes place. No matter who is lighting the fires. No excuses or passing the baht. 100,000 baht to start, and doubling the fine for every subsequent fire. Or...in other words...When Pigs Fly.

"No outside person was affected," she told reporters, adding that all wounded victims are expected to leave hospital in two days."
However, she failed to mention whether they would leave the hospital in a wheel chair or a body bag.
Also, the "accident" might have been prevented if the the power tools they were using to repair the rocket launcher were hooked up to a grounded outlet.

"...encouragement of public participation."
That should create a giant windfall for the corrupt individuals suing for defamation. How can one expect any progress on anti-corruption when anything said, whether true or not, can be labeled as "defamation", and the person exposing the corruption loses in the present court system.? More BS in order to look good among the international community that doesn't have a handle on how Thai "justice" works.

"The first six years of a child's life are critical. This is when the brain develops most rapidly..."
And for the remainder of their lives it is the culture which teaches them how they will utilize their developed brains. Unfortunately, a developed brain has very little benefit when it is used to cheat, lie, take advantage of the less fortunate and then maximize its ability to save face in order to cover up for the individuals' indiscretions.
