Yesterday we read about the Chinese tourist getting abused by Thai airport security, today it's about Chinese fake guides behaving badly.
This is a similar reaction to when one "weapon wielding taxi driver" story is followed by a "taxi returns lost money" story.
Gotta keep things in orderly balance here.

No, it doesn't. Reviews are pointless, committees are useless window dressing.
It's part and parcel of a much bigger problem of which conscripts' torture is just one of the symptoms:
The military is not subject to independent empowered oversight, it acts with impunity and answers to no one, it has taken on the role of civilian law enforcement and therefore can intimidate whosoever it chooses.

let's say Prawit develops Carpal Tunnel Syndrome from wearing too many watches at one time, I doubt that any hospital staff would ask him for his 13 digits, instead they would all converge on the poor, stricken creature, leaving any and all other patients to fend for themselves until such moment when bowing, scraping and selfies are over.
