The mother of 15-year-old Tommy Boulanger has asked senior Chonburi police to act and seek an Interpol red notice, on an outstanding arrest warrant for Chinese national Wang Xian, nearly seven months after a crash in Pattaya that killed her son.
Tommy, a dual-nationality teenager, suffered catastrophic brain injuries when his Honda PCX motorcycle collided with a Toyota pickup on Pattanakan Road on February 20. He died seven days later, on February 27, after emergency surgery and intensive treatment.
Crash and hospital treatment
The collision happened at about 10pm as Tommy was riding his Honda PCX towards a friend's home. According to his family, Wang was reversing the pickup from premises beside the road and moved into the teenager's path, leaving him unable to stop in time.
Emergency workers took Tommy to Jomtien Hospital, where doctors diagnosed severe brain trauma. He was transferred to Bangkok Pattaya Hospital because specialist neurosurgical facilities were needed for urgent treatment.
The emergency brain operation reportedly cost about 800,000 baht. Intensive care and other treatment pushed the family's medical costs above 1 million baht before Tommy was moved to a government hospital.
His 19-year-old half-sister, Kamolwan Kheerirak, said doctors told the family that his brain function had dropped to about 3%. He was unresponsive and dependent on a ventilator before his death.
Driver still wanted by police
Wang reportedly left the scene after the crash. Police later traced him to a nearby residence, and video reportedly showed motorcycle officers pursuing him into the property, but he was not arrested and subsequently disappeared.
CCTV footage reportedly captured both the collision and events afterwards. Nong Prue police later sought an arrest warrant from Pattaya Provincial Court.
The traffic case was formally recorded on March 2, with allegations including negligent driving causing property damage, injury and death. Earlier reports also referred to allegations that Wang failed to stop, help the injured person or report the crash.
There is no publicly confirmed Immigration record showing that Wang left Thailand, although reports have suggested he may have left the country. His location remains unconfirmed.
Family takes complaint to provincial police
On Wednesday, Tommy's mother, Vipawee Saengchan, 41, visited Chonburi Provincial Police headquarters carrying a photograph of her son. She was accompanied by her husband and Thamanan "King" Taegtim, known as Ja King.

Vipawee said family expenses had now exceeded 1.2 million baht. She has offered a 100,000-baht reward for information leading to Wang's arrest.
Pol Col Settha Maklon, an investigation superintendent at Chonburi Provincial Police, received the complaint and said it would be passed to the provincial police commander. The commander will consider instructions to accelerate the Nong Prue investigation and efforts to locate Wang.
