Samui visa action sought over Palestinian flag row

Surat Thani security officials are seeking visa revocation and deportation for an Israeli restaurant owner and a French businessman after a Palestinian flag dispute on Koh Samui escalated into online threats and concerns for tourism.

Col Thitiphong Inwasa, deputy director of the Internal Security Operations Command in Surat Thani, said on 22 August that officials were preparing information for a provincial committee to consider action against Israeli national Jacob and French national Kevin.

Dispute began at Samui attraction

The row began when an Israeli tourist visited Samui Exotic Park, operated by Kevin, and became involved in an argument with him. Kevin had displayed a Palestinian flag and a sign welcoming Palestinians at the attraction.

Jacob later contacted Kevin and asked him to remove the flag, but Kevin refused. Their exchange was later circulated on social media, bringing the dispute into the public eye and leading to legal action.

The Samui Provincial Court subsequently fined Jacob 5,000 baht and gave him a two-year suspended prison sentence.

Officials said the situation worsened after an Israeli influencer based in France offered a 500,000-baht bounty for information leading to Kevin’s death.

Officials warn of tourism and security impact

According to security officials, the dispute spread widely online and created the impression that Israeli visitors were threatening people on Samui, while local residents were hostile towards Israeli tourists.

They warned that such perceptions could harm Koh Samui's tourism industry and raise security concerns. However, officials stressed that the matter began as a personal dispute between two individuals, not a conflict involving Israeli tourists and local residents.

Authorities also cautioned against attempts to portray the case as a wider anti-Israel issue, saying this could potentially develop into religious or ethnic tensions.

Checkpoints in place since 15 August

Officials cited the pair's failure to cooperate in resolving the dispute, as well as concerns that it could escalate, in seeking the visa review.

Immigration records show Jacob has lived on Koh Samui for about five years on a business visa and operates a restaurant. Kevin, who is married to a Thai woman from Rayong, has lived on the island and run Samui Exotic Park for about nine years.

Samui police have kept security checkpoints outside the attraction and near the two men's homes since 15 August to prevent further confrontations. Authorities said the measures were intended to stop the dispute developing into a wider conflict that could damage Samui's standing as an international tourist destination.

Seems that there are a lot of different "kinds" of Jews. Very polarized with their beliefs. Very confusing to the masses. It's no wonder that people just want them to live in their own world. When people talk about Jews no one knows which ones they're talking about, leaving too much room for interpretation and misunderstanding. Frankly, it would appear that most people just want them to STFU.

Yes exactly, so Kevin shouldn't bring his hatred of Israel to Thailand.

If you don't like someone waving a flag, don't post death threats . Instead go to the Thai authorities where they will decide. If they say its okay, then its okay. This individual should be reminded that he is a guest of Thailand and if he doesn't care for their rulings he knows where the airport is.

This case is already attracting attention in France. The French owner may well face criminal proceedings when he returns, since French criminal law can apply to offences committed abroad by French nationals. Deportation would therefore not necessarily mean that he gets away with it. 😉

I assure you that they seek the elimination of Israel, a Palestinian State is just a precursor.

I am tired of the protests. If someone wants to support Palestine, go there and do it, but protesting in the UK (for example) wastes police resources and finances and impacts commerce and security, the UK has problems of its own!

Not the same thing, that was a conflict the USA was propagating and the protests were in that country. They need to go protest in Israel not London!

The French owner of Samui Exotic Park committed three acts which could be considered illegal under French law.

  1. He denied the Israeli family access to his zoo solely on the basis of the family's nationality. "You must not be denied goods or services only because you belong to a certain race, nationality, religion or some other objective characteristics. Refusing access to goods or services to someone based on prohibited grounds is a discrimination punished by the Criminal Code. It is indeed considered a criminal offence punished by 3 years’ imprisonment and a fine of 45,000 €."

  2. He physically assaulted the father of the Israeli family. That is an illegal act in every country.

  3. He made an online threat against an Israeli citizen (not the family father). It's highly unlikely he would be prosecuted in France for the first two of the above crimes since they occurred in Thailand, but a theoretical possibility exists he could be prosecuted for the third. However, had he committed any of the above in France, he could have been prosecuted.

That level of religious activism is incompatible with the conditions of a tourist visa. The three Israelis have themselves to blame for any negative consequences. However, I can't see any online reports that they were indeed deported.

A local advisory committee on Koh Pha Ngan recommended the three have their visas revoked, but the committee doesn't have the formal authority to do so. That authority rests with the Immigration Bureau.
