In the month of waiting for marriage visa extension to be accepted may one apply for a single re entry permit?

You can get a re-entry permit that will be valid up to the report back date on the under consideration stamp.

 

Yes you can. From the immigration office processing your application or at the major airports on your way out. I would get it from the local immigration office ahead of traveling.
