I recommend you get your MYR from SuperRich (https://www.superrichthailand.com/#!/en/exchange) in Bangkok. Their rates are excellent. Unless using their head office, you should make advance arrangements with them to ensure they have MYR available at the branch you want to use.

 

You can change Thai baht into Malaysian Ringgit at either Penang airport, or near the ferry landing from Butterworth, but the exchange rate is worse.

Loads of spots in Georgetown to swap cash too. If your after a visa for thailand. Georgetown is the local area to get the visa and a lot of people if not all, pay an agent to get the visa and there's loads of them too. And loads of great curry.

If you're flying to Penang, the airport counters had MYR, I used Kasikorn.  Not the greatest rates, but when you figure the time/cost of finding somewhere with MYR before you leave I think it's still a good deal for small amounts.  Or use an ATM in Penang.  Or pay in THB, I believe the consulate accepts THB, but I'm not sure.

Royal Thai embassies/consulates in Malaysia accept only MYR
