As already said both are available at swampy but I have found to take the paperwork already filled out and make sure you have a couple of photos. 

I have always found the staff there to be friendly and efficient and they appreciate it when you come prepared, but allow some extra time.

Check the location at checkin as the desk has been shifted a couple of times over the last year.

What's Swampy?  

How does it work when you're living in Thailand on a non-o extension and you plan to leave Thailand for a few weeks and then come back?  Do you just get a reentry permit at the airport?  How does that work?  With a reentry permit can you just come back to Thailand on the same extension of stay as if you never left?  Do you get the reentry permit at the airport before you get on the plane the same day as your flight?  Or can you get a reentry permit at your local immigration office days in advance before you fly?  How does that process work when living in Thailand on a non-o marriage visa?  

Swampy is the term used to describe Suvarnabhumi International Airport as it was built on a swamp apparently. Done a pretty good job from what I have seen.

As to your multitude of other questions ..yes I think you are generally right but to be sure go to your local immigration office well in advance of your planned journey and ask them.

A reentry permit can be used to ensure any permission to stay (or an extension of it) remains intact when you leave and reenter Thailand. The effect of the reentry permit is that, on your return, your permission to stay is exactly the same as if you had never left.

 

You can either get the reentry permit at the airport as you leave the country, or at your local immigration office in advance. Frequent travelers often choose to get a multiple reentry permit at the same time they receive a one-year extension of their permission to stay.

 

If you have a multiple entry Non O based on marriage, you have a choice. If you choose, you can just make border runs every 90 days to get a new permission to stay in which case no reentry permit is needed. Alternatively, towards the end of any 90-day entry, you can choose to get a one-year extension of the 90-day permission to stay. Once you have that extension, if you wish it to remain intact when leaving and reentering Thailand, a reentry permit is necessary.

If you print and fill in the form before you go for your first single re-entry permit, the staff are very polite and do not charge you the extra 200 baht for their form filling service. You pay the same 1000 baht as you would at any immigration office.

 

On subsequent stops, don't bother with doing the paperwork since they already made an electronic copy of your last submission and then all you need to do is get your picture taken and sign the form, for which the extra 200 baht is charged. This way is quicker inasmuch as you get to go sit and wait sooner.

 

You get a receipt from immigration for the 1000 baht re-entry permit fee paid and a separate receipt from the staff for the 200 baht form-filling fee paid.

 

Takes 12 - 15 minutes depending on how busy they are.

 

Here's a trick if you are in Business Class or have a pass for outbound fast-track but need a re-entry permit. Since they have a couple of dedicated immigration desks but NO re-entry desk in fast-track, advise the Immigration officer that you need a re-entry permit. He will stamp your passport out but hold on to your boarding pass while you pop along the back way behind the regular Immigration desks to the re-entry desk where they will do the necessary. Once you get the re-entry permit, go back along behind the main desks to the fast track Immigration desk, collect your boarding pass and proceed.
