When did Vientiane change their requirements to get a Non O retirement single entry visa? Today you must have a Medical Certificate and a Criminal background check from the police

Savannakhet will do one but if using money in the bank you need proof you are retired.

So I don't need the Medical certificate and criminal background check in Savannakhet then? Can't I use my Income letter there? Must it be money in the bank?

No medical or background check required.

Yes you can use your income letter. That will be your proof of retirement. The may also want to see a bank book or statement showing some money in the bank. Perhaps 20k baht that is needed to get a visa.
