My extension(Retirement) expires January 28 2018,  I would like to get a Non O (Marriage) 1 year,because of limited funds. Do I need financial proof at Vientianne or at Savannaket Laos and what other papers do I need. Yhank you

You could get a single-entry Non-O based on marriage at either Vientiane or Savanakhet without proof of funds.  At Savanahket (but not Vientiane) you could also get a 1-year Multiple-Entry Non-O based on marriage without proof of funds.  The 1-year ME provides 90-day entries, each of which can be extended for 60 more days "to visit your wife" at local-immigration.

 

If you can meet the 40K / mo or 400K in the bank financial requirement (less than retirement - but you cannot combine them), then you could apply for a "1-year extension based on marriage" at your local immigration office, during the last 30-days of your current extension.

The Non O for 1 year with multi entry would be the one that I would prefer as I only need it for 90 days before returning again November 2018. Thank you

You could change the reason for your extension from retirement to marriage without need a new non-o visa. 

You would need 400k baht in the bank for 2 months or proof of 40k baht income.
