Occasional slow/nil loading, and dock prob

Macbook Air 4gb 1.8mhz DDR3 on 10.11

Hi I seem to quite often get the loading line coming from left about 20% hone more or less stopping.

I just googled OSX Dock.

the above happened, and i started cursing TRUE.

However i thought I'd try it on the iPad and it loaded immediately.

I then went back to the Air and this time it loaded just fine.

I'd forget it but it seems to eb quite often especially with Thaivisa 

Any suggestions?

Prob 2..

Never had a prob with any previous devices but for a long time, MAYBE since i've had the Air.....several years..... the dock is kinda clumsy.

So often I go to the bottom but the dock either doesn't rise or I wait a bit. Often I go to the bottom left corner this tends to raise the dock then I go back to which app I want to click.

Any suggestions or is there a non Apple alternative dock available?
