Vientiane Tourist Visa Question

Hi, I'd appreciate a little help on a tourist visa from Vientiane question. Here is the situation.

 

1. My partner is Filipino. He arrived in Chiang Mai in January, 2017 on a visa-free entry. He extended it for 30 days at Promenada.

 

2..In March, 2017 we went together to Vientiane where he obtained a tourist visa for 60 days and he extended it for 30 days at Promenada.

 

3. In late May he returned home to the Philippines where he remained throughout June, July, August, and September. 

 

4. He came back to Thailand in early October on a visa-free entry and which he has extended for 30 days at Promenada. 

 

5. His permission to stay runs out in early December.

 

So here is the question. Can he go again to Vientiane and get another tourist visa which would then allow him to remain in Thailand through the arrival of the new year?

Theoretically he could, but there is a "crack down" on people 'living" in Thailand on tourist visas, so perhaps not.

I know you want a definitive answer, but I don't think anyone could give an accurate clarification.

IMO the best you could do is research which embassies/ consulates in other countries are favourable and go there.

Assuming he is under 50 so can't get a non O and can't get a B visa, I'd say your best bet would be an education visa, or perhaps an METV, though I know little about the latter.
