UBON RATCHATHANI, 20 November 2017 (NNT) – The Electricity Generating Authority of Thailand (EGAT) has closed all floodgates at Pak Mun Dam in order to keep water for usage in the dry season as the flooding situation is improving. 

Vice Ubon Ratchathani Governor Pramote Thanyapuet today presided over the closing ceremony of all 8 floodgates at Pak Mun Dam. The floodgates had been closed for 12 months and five days since 7 June 2017, as approved by the cabinet meeting on June 6, 2017. 

The floodgates closing ceremony was witnessed by district chiefs and local administration organization heads, kamnans (sub-district chiefs), village heads and the local people. 

The decision to open or close the floodgates remains divided among villagers, some wish for the gates to still be opened, while some want the gates to remain closed. However the decision to close the gates today comes after rationale decision that upholds to the benefit of the society and the country as a whole. 

the vice governor had ordered local administrations to regularly visit and meet with villagers to provide them correct information on the benefits from the Pak Mun Dam. He also asked the EGAT to provide supports to local communities in forms of waterworks system, dykes construction, an environmental and forest conservation.

I do  not understand this part.......   "The floodgates had been closed for 12 months and five days since 7 June 2017, as approved by the cabinet meeting on June 6, 2017."   Perhaps they mistranslated "before" as "since."   Or got the years wrong.   Otherwise??????????????????
