If I’m at Mukdahan side of friendship bridge at 0800, will that still give me plenty of time to clear immigration and get to Thai consulate in Savanaket to submit docs before 1100?

Yes, easy don't forget the photo for your Lao visa.

Yes, 8:00 am is a good time to get to the bridge actually. Any earlier, and there is no guarantee the Laos visa on arrival counter will be open.

Easy, Last time I Went I Missed the 9.00am Bus over the bridge & Had to wait till 10.00am for the next one But Still managed ( Just ) to make the Consul at around 10.50am & The 11.00am Cut Off Time....But I Won't be doing it again Next Year......Soooooooooo Tight I Was Sweating quite a bit....
