Two Belarusian nationals were arrested by police as they stole cash from an ATM in Phnom Penh’s Daun Penh district yesterday. District police chief Huot Chan Yarann identified the men as Maksim Molochkov, 27, and Alexandr Bubenko, 39.

“They will be sent to Phnom Penh Municipal Court,” Mr Chan Yarann said, but declined to disclose the name of the bank involved. Chey Chumneah commune police chief Thun Kao Ny said the crime was a worrying development for his area. He said his officers were cooperating with Daun Penh authorities to solve the problem.

Mr Kao Ny said the bank’s security staff saw the men stealing from the ATM and were cooperating with police. In August, a thief used explosive gas to blow up an ABA bank ATM in Kep province.

'Don't really care where they're from.  ATM crimes need to be dealt with more harshly.  Sentence should consistently include at least 30d in the slammer.  Then photograph, fingerprint, deport & permanently blacklist with report to applicable embassy.  Even any subsequent attempt to enter the country should then be a jailable offense.
