I believe I heard that Penang is good for that. Is that correct or is their somewhere better?  I'd also appreciate recommendations of a good agency to handle the application in whatever city you recommend.  Thanks!

If employee, your employer will be handling all the necessary paperwork. If your own business then an agency may help.

I'll handle it as an employee. I'd prefer not to go to the embassy myself if there is a reputable agency to do it.

Whether through an agent, or in person, there is documentation you will require from the employer and (with that) also the labor office, before you can apply for a Non B (or, even harder, change of status without leaving the country).
