Pheu Thai Party issued a statement on Wednesday in response to the European Union’s resolution to resume political contact with Thailand, noting that there are conditions that the junta government needs to fulfil before this can happen.

The party called on the government to take serious action on the issues addressed by the European Union, including holding a free and fair election and having a civil government, so that other talks and agreements, including on trade, could follow.

The party said the EU expressed its wishes to resume relations in a gradual process of political re-engagement, and the government should not quickly jump to conclusions and exaggerate the situation.

On a contrary, it should fulfil the EU’s requirements, including lifting restrictions on political activities and expression, as well as holding a free and fair election.

The government, it said, has a number of tasks to fulfil before it can see the relations with the EU resumed.

Delegation of the European Union to Thailand - European External ...

From EU statement 11 Dec 2017:

"The Council reiterated its call for the urgent restoration of the democratic process in Thailand through credible and inclusive elections and the respect for human rights and fundamental freedoms. Political and civil rights and liberties have been severely curtailed in Thailand following the 2014 military coup. Freedom of expression and assembly remains highly restricted. Civil society activists and human rights defenders continue to face judicial harassment. The Council stressed the importance of such basic freedoms being restored in Thailand."

Of course they can: 'Clearly there has been a misunderstanding and the junta remains committed to following the roadmap to democracy.'

are you thinking of an endless "road"? To be honest, I doubt it that Prayut could keep his citizen stupid, uninformed and obedient on a long run, because people will ask why economy was booming under "Shin's" govt and not under "corruption fighters" . They will ask why there is money for subs, tanks, fighters but not for protecting environment, education, pushing solar energy, enforce laws (helmets, seat belts aso, 24/7 police on the roads), ....I will stop here, but there are page filling examples more to mention.
