When writing a letter and you want to head it with

Concerning (in regard to) a person would you use เกี่ยวกับ or เรื่อง or would you use a different word altogether?

I am not entirely sure I have understood your question, but here goes:

ถึง states who the letter is intended for.

เกี่ยวกับ is used to explain what is related to/concerns something in general (not specific to letters), and เรื่อง in letters is used as 'subject' is in English.

So you would have a typical start of a letter, like this:

ถึง คุณลุง ช่างสอบถาม

เรื่อง ศัพท์ต่างๆที่ใช้ในการเขียนจดหมายภาษาไทย

Sometimes but not always a colon : is added after both ถึง and เรื่อง.

It depends on how formal the letter is. Formal letters address the person with เรียน, but still use เรื่อง for the subject.

Here's an example of the heading from the letter my wife recently wrote for my Thai visa application (which just got approved, gratefully--names changed to protect the indolent):

123 ซ.ไม่่มีจริง ถ.หาไม่เจอ <---address of sendee

บางล่องหน 00000 กรุงเทพฯ

วันที่ 4 มกราคม 2549

เรียน เจ้าหน้าที่สถานกงสุลไทย ประจำนครนิวยอร์ค

เรื่อง ขอรับรองการเข้ามาเยือนประเทศไทยของ Mr.Invisible Man

And then it goes straight into the text of the letter.
