I would say less than half. Let's take into account that it's holiday season so some IO's need a vacation as well. 

 

As a matter of fact, that's likely why the queues will be long. This "screening" thing is probably some bulls##t they came up with, to justify these queues in advance.

They should do more screening at the visa waiver counters so as to stop as many pedophiles and broke scumbags from entering not just look at passport and color.. a simple research would clearly state that all the Chinese Indians and others from Asia stay in luxurious hotels and spend more than 10 times the money spent by many scum bags who live off of weekly and monthly benefits in their native countries

Immigration are taking a smart approach to this problem. They tell us now that you maybe waiting for 4 hours in line to be stamped in. They then do nothing to speed up this process. Then in reality it only takes 3 hours of waiting, next press release will state, Immigration have done an excellent job and cut the waiting time by 25%. Medals all round for their uniforms.
