The investigation into a hit-and-run case involving Dr Yorn Chiranakhon, a senior official of Health Centre Region 12 overseeing the South, has not been completed, said Dr Nathawut Prasertsiripong, a Public Health Ministry inspector who chairs the fact-finding committee.

 

Dr Yorn is accused of being drunk when he allegedly rammed his car into Somchai Yamdee, a 22-year-old security guard who was closing the gate at the Public Health Ministry in Nonthaburi on Nov 10.

 

Dr Nathawut said the committee has not reached a conclusion as its members hold different opinions over whether Dr Yorn was drunk and why he refused to undergo an alcohol test.

This must be a late delivery problem over the festive season, so many brown envelopes, so few postmen.

foolishness; he drove into the gateway post, a witness said it strongly appeared he was drunk

AND

i do not believe the law, even here, says there are exceptions to refusing the test; refusal carries legal implication of guilt, period;

add all this up and it is easy to come to the conclusion that the only way guilt occurs is via the test

While I care little for the RTP,  even the most conscientious among them would not be so stupid to take on an official of Yorns standing it would be the end.

Is this not a separate investigation by his own department to punish him internally too. This is not the police / criminal investigation.

Simple fix to the law. 

 

If you refuse to take a breathalyzer test you should be allowed to immediately get a blood test under police supervision in a hospital.  Refuse both and you are presumed to be drunk.
