January 8, 20188 yr I don't believe that would be any problem. Just would suggest, arrive early in the morning at opening time, make sure you have all the required documents and forms for each of the three tasks you list above, and proceed in the order you list above. You'd need to be within the last 30 days or so of your current retirement extension in order to apply for a new one at CW... And obviously, the application forms for your extension and 90 day report should reflect your NEW passport data as opposed to the old one. To transfer over your stamps and other Thai Immigration data from the old passport to a new U.S. passport, you'll need the letter from the U.S. Consulate requesting Thai Immigration to do same.
January 8, 20188 yr Get your 90 day report queue number at the same time as your ticket to transfer your passport details. If you keep your eye on it you can do both at the same time. If you get called at the same time skip the 90 day report and get a fresh queue number.

If you have to skip the 90-day report you don't need to get a new ticket immediately, there is some leeway for you to go back with the missed queue number. A notice is posted in the room about it.
