You and your friend are right to be concerned with this outfit, I personally wouldn't touch them with a barge pole.

If your friend wants to visit the UK she needs to satisfy the decision makers that her proposed trip is genuine, affordable and, that on the balance of probabilities she will leave the UK at the conclusion of her trip.

Satisfying the decision maker that the trip is genuine shouldn't be too much of a problem, though she would need to detail what she intends doing in the UK for a month, some may think that's a tad long for an employed person, though August may be off season in Samui.

To prove affordability the UKVI will be looking for more than money recently parachuted into a bank account, they would be looking for the source of the funds with bank statements going back for about six months. A sudden deposit of cash would ring alarm bells and unless properly explained, with supporting evidence, could very well result in the application failing, any "agent" suggesting that an account should be padded should be avoided, no reputable agent would offer that "service", UKVI staff are not stupid.

To satisfy the decision maker that she will return to her home she needs to give details of her life in Thailand, if she's working in a hotel she needs to provide evidence from her employers regarding her employment and salary as well as confirmation that her leave of absence is authorised and that she is expected back on such and such a date.

Some people might think that 20,000 Baht isn't an unreasonable fee, whilst the process is not too onorous there are those who are prepared to pay this level of fee for a qualified agent to guide them through the process, nobody can guarantee of a visa, even the most competent and qualified of agents, and I would suggest that the agent to which you refer is neither, and certainly any guarantee given would be worthless.
