WP3 application canceled

Hi the company of a friend applied for WP3 for him at the labor department for him to apply for NON B visa, but then he decided to go to another company because of better pay benefits etc... His new company will apply for his work permit, the question is, does the WP3 applied by the other company need to be cancelled before the new company applies for another WP3?

Will a cancelation letter from the first be ok to submit to the labor department?
