What are the rules regarding how early a 90 day personal report can be done.

Within 15 days of the due date. So the earliest you can apply is 14 days before the due date.

The majority of offices will start the new 90 days on the date you do the report which means your next report would be due 15 days earlier than if you did it on the report date.

When you report the IO should give you a receipt with the next report date. That will normally be 90 days after the actual date you report.
