If a company is going to hire a "safety manager" they will be hiring them to ensure employee are abiding to their already in place safety policy, multi national companies obviously have safety policies that are in place in all areas they work.

How many of these transport companies actually have a safety policy, what rules and regulations will the new hires be expected to enforce?

it is the authorities that create regulations/laws/standards and it is the authorities responsibility to provide train and run the agencies that enforce them and punish those that break them - this is a simple concept that they just don't seem to understand
