Cabinet okays Bt200,000 ‘Thai Niyom’ funds for every village

THE CABINET has approved a “Sustainable Thai Niyom” project that will send Bt200,000 to every village across the country before the end of July.
 

The funds will be spent based on proposals from villages, each of which can present up to two proposals for grassroots economic development, improvements to quality of life and the application of King Rama IX’s Sufficiency Economy Philosophy. 

 

“The development of the grassroots economy here means the approved proposals should carry out initiatives that will generate income for local people,” Nattaporn Jatusripital, an adviser to the PM’s Office minister, said yesterday.

 

He added that Prime Minister General Prayut Chan-o-cha had emphasised that funds from the project must not go to infrastructure construction, because it was the duty of government agencies to provide infrastructure. 

 

“The prime minister hopes that the money will be used to solve local problems or generate more income for people for their better quality of life,” Nattaporn said. 

 

The three-month project, which was presented by the Interior Ministry, was approved by the Cabinet on Tuesday. It is scheduled for implementation between April and July, with 82,371 villages standing to benefit. 

 

The project is a part of the Sustainable Thai Niyom, also known as Thai Niyom Yang Yuen, or “Sustainable Thainess”, scheme that received a budget of Bt150 billion last month. 

 

Prayut unveiled the scheme on February 10 amid criticism that it was another populist programme designed to win support for the current government. 

 

Nattaporn said villages would not be able to seek money from the project for use in village funds, establishment of a revolving fund or cash disbursements to individuals. 

 

“Proposals related to loans, seminars and supply procurements are also not qualified to receive funds from the project,” he said. “Funds from the project cannot be used to buy vehicles, electrical appliances or communication devices either.”

 

According to Nattaporn, proposals approved under the project must spend at least 30 per cent of the budget received on employment, with only Thai workers eligible for employment. 

 

Last week, Agriculture and Cooperatives Minister Grisada Boonrach said his ministry had received Bt24 billion from the Sustainable Thai Niyom scheme. 

 

“This budget will be used to implement 20 projects, most of which under the care of the Royal Irrigation Department,” Grisada said.

 

While Grisada said much of the budget would be used to build flood-control dams, several planned projects focused on creating added value for agricultural products and infrastructure development.

so about 20k  will actually reach each village  then, if theyr e lucky ,as  we  all know it  will be siphoned off before it even arrives by ALL the govt depts involved.

I will expect to read about 82,371 investigations into misappropriation of funds in a couple of years time then.

This is not so much a populist policy by any one brand of government as it is a reasonably well-accepted method of economic stimulation undertaken by various countries in the West in different ways. The problem with doing it here in Thailand in this way is that the chain is too long and there's too many greedy light fingered p[eople in that chain, I guess maybe 20% of the total amount might reach its destination and achieve the objective. That said, the economy will be better off to the tune of 150 billion baht, that money will be swilling around the economy regardless of who owns it.

In an odd way it is! It doesn't too much matter how the money gets into circulation as long as it does so, in which case the economy benefits.

Money spread around  to keep people (well the immediate head honchos and his family happy!)

Designed for the village head to ensure his "people" like the government....no doubt he'll be rewarded with ~50% of the funds!

Wasn't it Prayut's hope that the money will be used to solve local problems or generate more income for people for their better quality of life" - who better than village heads?

 

This fund is in addition to the Bt15 billion for strengthening village and communities via Prayut's Pracha Rath policy on July 31, 2017.  Prayut also created the National Village and Urban Community Fund with Bt40 billion in funds, Bt60 billion for loans that will be interest-free for two years, and Bt35 billion for developing community infrastructure. 

 

Those communities must surely have developed sustainable economies and poverty wiped out!

I hated it then and I hate it now.. but good to see you accept the view too that the PTP bought the votes with populit policies. (you can't have it both ways condemning this but not agreeing the PTP did the same thing).

 

I commented a few times already on the junta its popular policies, we will see later how much the money pumped into the country has helped them. If it does swing the votes then we know enough about the Thai populace, meaning they don't care who is in power as long as money flows. 

 

I hope it does not work... but I am not sure.

Actually saw a banner with 200.000 on it here in the village.. so it seems the money is really getting here.. all of it. Kinda hard to take a cut if its advertised at 200.000. That was different with the support for the poor, they never knew how much they were actually entitled too. 

 

But not sure this 200 K is going to sway all people here to vote for junta parties, but the money will be well spend (i hope). They asked the people here how they wanted the money spend and there was a vote about it. (not sure how it ended)
