Arrive just before 13:00 reopening  and they will call out for 90 day reports first.  It'll take longer to find parking, which I often do that at the neighboring Customs House, just walk about a bit - or the library, and then the 1 block to Immigration.  

I went a couple of weeks ago, arrived about 2pm. Full of people but I was out within15 or 20 minutes.

They do the same at the 8:30 opening time for any early risers.
