A while back the Mrs and I went down to Jomtien immigration for a 2 months extension on my 1 year "marriage visa" obtained in Savannakhet. There my wife was fined 1400 Baht for not having reported where I resided (my own house). This apparently had to be done within 24 hrs of me entering the country (although they said they accepted 72 hrs).

My question is can this be done online?

Online reporting is normally only for registered businesses. A few offices have registered individuals but there are no reports of Jomtien doing it. 

FYI it is within 24 hours of arriving at your residence not arrival in the country.
