Currently on a non immigrant O visa based on marriage, I will change to a one year extension based on retirement. My question is, I live in Bangkok but I sometimes go and stay at my wife's home in Udon Thani. Can I apply for the one year extension at a provincial office such as Roi Et?

You would have to apply at the immigration office in Udon Thai since that is the designated office for there.

You cannot pick and choose the office where you apply. It has to be the office for where you are living.

Moral & ethical considerations aside if you actually plan to still live in Bangkok, if you (at least attempt to) file Forms TM.30 and TM.28 at Udon Thani, they might consider that you have officially changed your residency to there and henceforth let you do one-year extensions there.  However, from that point on all your Immigrations issues will be dealt with in Udon Thani.  e.g. You can't pick and choose to file extensions in Udon Thani and 90-day reports in Bangkok.

But if 90 day reporting can be done online it won't matter where he is.
