US visas for Thai nationals

Ok, I know this has to have been covered in the past, but I cannot seem to access the threads today. I get the "working" icon for a few seconds, then nothing, except a notice that the TV server has timed out a couple of times.
So here's the deal; my friend has been turned down twice in the past by the powers at the US Embassy in Bkk.
She should be the poster child for acceptable applicant, having a new car, new house, 92 year old father,  an excellent and high paying, for a Thai lady, job as assistant manager at one of the largest foreign owned retail stores in all of Thailand. No, she is not about to do a scamper and leave all of this behind to begin life as a prostitute in America!
Anybody have some advice, or recent success in this area? Know of an agency with a good track record for getting it done? She just wants to visit and travel a bit, see the Grand Canyon, Statue of Liberty, etc.
