Thai Law on roof-racks used on private cars - Help please?

My wife knows everything ahem! She insists it is against the law to have and use a roof rack on our Toyota Innova. The Police will arrest me, fine me or put me in prison!

 

I cannot see how this can possible be right, if so Thailand might well be the only country in the world to have such an arcane law.

 

So please - is it illegal to have a roof-rack on my car? Is it lawful to use it so long as I do not exceed the rated capacity?

 

Not asking to win over my wife but to avoid police interventions in the future out on the highway.
