Apologies if this has been answered recently before but I searched and couldn't locate anything relevant.

 

What is the best Embassy or consulate in the region to obtain a Non B Visa? All the paperwork is prepared, all that will be needed is the covering letter addressed to the relevant embassy or consulate. How id Penang now, or is Vientianne a better option?

Hong Kong is probably the best bet, in terms of amount of paperwork required.

I assume you want to get a single entry non-b visa.

I think Vientiane and Penang are about the same. It depends upon where you are starting the trip from more than anything.

One advantage with Penang is that you can use a agent to do it.
