Tail of Two Justice Departments / Two Narratives: 2017 thru 2019 (Mueller era / first Trump admin + Biden transition): Heavy focus on Russia. The report and related investigations emphasized Russian social media campaigns, GRU hacking, and contacts. China was largely sidelined in public assessments during this period. Trump’s second administration (2025 thru 2026): Officials (including recent declassifications) have highlighted Chinese election interference, especially around 2020 , voter data access (hundreds of millions of records), influence operations, and alleged suppression of that intelligence by parts of the IC. The contrasting of two narratives ,not once was China mentioned in Mueller's report. The Mueller Report became the dominant public narrative for years, while information on China’s activities (per recent releases) was reportedly downplayed or not emphasized at the time. https://www.justice.gov/archives/sco/file/1373816/dl?inline=
