Oziex1
Police accept "Lack of Oxygen" understandable as they steal so much of it.
BigBadGeordie
Sometimes, not often Wikipedia gets it right. To whitewash is a metaphor meaning "to gloss over or cover up vices, crimes or scandals or to exonerate by means of a perfunctory investigation or through biased presentation of data".[1]

If you read the article you will see this refers to Josh's dead, not the death of the Chinese tourists. I will say though that 'my investigation has not revealed any evidence of wrong doing' means he is not well versed in safe diving practices nor safe salvage practices.
