Tourist visa or ED visa required

I'm looking to get a tourist or ED visa after working in Thailand and having submitted my work permit. A Penang agent wants an employee letter of resignation, booking for a place to stay here in Thailand and possibly a flight booking to get a visa. Are there other options, perhaps to go elsewhere and not go through complications? 

Proof of accommodations and ticket out of the country is about normal. I have never heard of a resignation letter being to apply for a tourist visa.

Thank you ubonjoe. Is it now a regular procedure for a consulate/embassy to request proof of a ticket back to your home country to issue a tourist/ED visa? I'm not planning to returning in the near future.

A ticket out of the country to anywhere is accepted. It does not have to be to your home country.

It should not be needed for a non-ed visa.

Is it more advisable to go to another consulate/embassy to encounter fewer restrictions? Penang has really tightened down as of late.
