Does anyone have very recent experience in getting a SETV in Vientiane including documents required and do they ask for evidence of where you intend staying, money to fund your stay and/or an onward ticket to leave Thailand ? Thank you for any advice offered.

Vientiane do not ask for those things (money, flights, hotels), per all recent reports. 

 

Their method of limiting Tourist Visas, is to look for a little stamp on a previous Thai Tourist Visa which has wording like, "This person travels to Thailand frequently on Tourist Visas..."   If you have that added to any Thai Visa in your passport, Vientiane will not issue a Tourist Visa. 

 

If you have 2 or more Tourist Visas from Vientiane in your passport (one recent report indicates 2 previous Thai TR Visas from anywhere), they may add that stamp to the visa they issue, which will block obtaining further Tourist Visas at several popular Thai consulates in the region.  The workaround to this problem, which the embassy personnel will explain, is to get a new passport from your Embassy.
