I need to go file a TM.28 in Bangkok this week as I am moving condos. I rented the property through an agent, I have contracts, copy of the owners ID card which is signed but they have not yet given me the copy of the Tabian Baan/Yellow Book or Blue Book. If I don't get this within 24 hours of moving in am I still able to go file the TM.28?

They aren’t likely to strictly enforce the 24hr rule. I would just date the move as the day before you report. You don’t usually need a copy of a Tabian Baan to submit a COA (TM.28).
