webfact
Chinese petition over lost funds for ‘meditation centre’ By KESINEE TANGKHIEU THE NATION FILE photo A GROUP of some 30 Chinese yesterday petitioned the Attorney General to take legal action against a fellow Chinese who allegedly lured them into donating 40 million yuan (Bt190 million) to construct a meditation centre in Samut Prakan province. When donors arrived to visit the centre, they found the facility promised by Chen Pao Zen, 62, did not exist, the Chinese told reporters through a translator. A spokesman for Attorney-General Khemchai Chutiwongse. Khemchai received the petition on his behalf. Donation trap One petitioner, businessman Pai Yao Fong, said that people from countries including Thailand, France, the United States as well as Hong Kong and Taiwan, had fallen into Chen’s trap, donating the money as they wished to see a meditation centre erected in Thailand. “We are asking Thai authorities to take action against the man under Thai laws,” he said. The group had already filed complaints with police, but since Chan requested donations in the form of cash, the transactions were not properly documented. According to Pai, Hong Kong authorities have already issued an arrest warrant for Chen while the mainland government has blocked him from entering China. Kosonwat Inthuchanyong, a deputy attorney-general spokesman, said Chen had previously been indicted but had gone missing while claiming to be ill, after failing to report authorities to face the charge. Public prosecutors are collecting more information before issuing an arrest warrant. However, according to the story, this man is known to Thai authorities and in fact has previously had charges laid against him only for him to fail to show up. So to say this is nothing to do with Thailand or the Thai police is quite a stretch. I, for one, wouldn't be surprised if some Thai police were shareholders in his enterprise, thus allowing him to remain out of custody.

Is it odd the Chinese have prevented him from entering the country where he's a citizen? I would have expected them to arrest him due to other Chinese complaining about him, or even deport him to Thailand. The Thais are happy to deport Chinese back to China at their request. This can't be correct....the Chinese love catching con men of their own nationality.....definitely would not block his entry.
