A 34-year-old Thai construction worker has contacted police to offer to surrender within two days to face the accusation that he had lured a 29-year-old New Zealand woman and raped her at an under-renovation building opposite Wat Rajabophit in Bangkok’s Phra Nakhon district early on Saturday.

 

Immigration Police chief Pol Maj Gen Surachate Hakpal announced the development in the case on Tuesday.

 

The unnamed tourist had filed a rape complaint at Samranrat police station at 3am on Saturday, after she, having earlier been drinking with friends in the Khaosan Road tourist area, which she had left around 2.30am, was allegedly lured to the under-renovation building and was attacked. 

 

This led to a police investigation that identified the suspect from CCTV footage as construction worker Anat Utdee.

 

Police then secured warrant for his arrest.

 

Surachate said the tourist had entered Thailand along with friends on November 18, and they were scheduled to return home on December 2. 

 

After the attack took place, police assisted in securing the victim’s extended stay in order for her to testify in the case investigation. 

 

He said the victim had been vulnerable due to intoxication from drinking alcohol in the Khaosan Road area before she was attacked on the way back to her hotel, and he warned tourists to be cautious about drinking and urged them to keep in the company of friends for safety. 

 

The police and related agencies have already provided extra security in the area to ensure there are no crime-risk spots, the police chief added.

 

The scene of the sex crime is an under-renovation three-storey building that is covered at the front in green plastic netting. 

 

Neighbors said the renovation work had been ongoing for a while and the suspect, as a worker there, had been seen getting drunk after work and often coming to the site at night, but no one had paid much attention to him until the rape allegation emerged.

 

According to CCTV footage, the victim was seen getting out of a taxi at 2.33am on Saturday and seated on the footpath near a hostel with her head down, apparently drunk, when she was approached. 

 

The victim and Anat were seen together before the woman was allegedly lured to the crime scene.

Isn’t about time females also take ownership of their foolishness (poor judgement)?  

It is me  waking up after a hang over and hazily realizing what terrible behavior (actions or words) I did and wanting to seek redemption.

BANGKOK — A man suspected of raping a tourist from New Zealand has been arrested, police said Wednesday.

 

Arnat Ukdee, 34, allegedly assaulted the woman in the early hours of Saturdaywhile she was lost close to the Grand Palace. Police said Arnat fled to Chonburi province after the attack, where he was apprehended Tuesday.

Offer?? The police have an arrest warrant - go and pick him up NOW!

 

A DNA test should soon confirm most details of the "alleged rape".

 

Consent or not is yet to be established.

Do you know any country where it's perfectly safe for a woman to get pissed, then go off with a stranger to walk in a dark secluded construction site? 

 

Alcohol is a dangerous drug - changes people's ability to reason and make decisions. But people are adults, alcohol is legally available and the can make there own decisions.

 

Not excusing the rapist, and if he his one he deserves to be punished according to law. Taking advantage of a drunk woman isn't acceptable. But neither is a woman saying yes, then changing her mind when sober. But many legal systems now take the view that being so drunk as to be incapable of saying yes or no is rape.

What he's talking about it's only been a few weeks since some brit girl said she had been raped because she woke up naked on her bed. Accused a guy she had been with earlier in the nite where she had gotten drunk. CC footage showed the guy never entered her room  and medical exam showed no evidence of sexual relations. Drunk girl  just figured she must have been raped cuz she was naked on her bed. She apologised to police and went home.

Every case independent from each other and needs to assessed that way...

 

you must show a pattern if you are making judgments from previous cases 

So she had been spending the evening drinking, was drunk, obviously dressed to adapt to hot sweaty tropical weather........and then on the hangover next day, claims rape...all right ...hum hum...????????.....

I remember back in the day, when I was raised that I am responsible for my own actions, and no one else.  Including being told being drunk is not an excuse for anything.  With that being said, I was also raised that you don't take advantage of others in any way shape or form, who are sober or drunk, or whatever...
