Thai banks are thinking of charging for ATM withdrawals and over the counter withdrawals but they already charge you for using ATM I was charged 599 BAHT yearly charge last week.

599 looks like a card that includes some form of insurance... Thai banks like to give it to foreign customers without telling them. Go to your bank, tell them to cancel the insurance and get some 3-400 Baht back.
