Are the American embassy still issuing income letters.

Supposedly they will continue accepting letters less than 6 months old.

No.

The last day they did income affidavits was on December 31st. It was announced in October. See: https://th.usembassy.gov/u-s-citizen-services/

If you had gotten one before then it would of been valid for 6 months.
