Is it correct that now we have to book online a time slot before going to vientiane for a tourist visa? If so is it only vientiane that does this?

i was wondering how many days it takes for them to give you an appointment, because obviously you need to prepare yourself

At this current time, yes.

You can make an appointment up to one month in advance.

Apparently they have 300 slots available per day, so you might need to book your appointment well in advance to make sure you get one for the day you want to apply.
