Do some other embassies / consulates giving it also as being father of Thai children ( without legitimation ) ?

Yes you can still easily get a SE Non ‘O’ visa in Loas.

 

Embassies/consulates do not require you to legalise your parenthood to get a visa. That’s only required when applying for an extension of stay from immigration.
