How to apply WP3 when I am not in Thailand?

I am applying for Non-immigrant visa B and received a feedback from Thai Embassy that they need a 'Approval letter from Ministry of Labor (WP3)?

From the embassy website, i found this address :Office of Foreign Workers Administration, Department of Employment, Ministry of Labour, Mit-Maitree Road, Din-daeng District, Bangkok, Tel: +662-245-2745, website: http://wp.doe.go.th

Tried to go website: http://wp.doe.go.th but keep having error message. website: http://wp.doe.go.th

 

How do I proceed on?

Most embassies and consulates will accept a letter from the BOI instead or a WP3.

Wow great!! That was what my employer explained to me. Do you happen to know if the embassy in Singapore is likely to accept it?
