Or maybe a lot of the "temporary residents" or long-term tourists who stay in Pattaya between November and April aren't there right now.

I generally spend 3 months in Patts during that period and I know when I did my SETV extension in March, the place was busy.

Late March, when it's really getting hot, not so much.  Low season.

 

But also no doubt due to making it more and more difficult for foreigners to stay, in general - which is destroying thousands of Thai jobs, with no upside for the country at all.
