The application for change of visa status to non-O and the subsequent application for the parent extension must be submitted to the immigration office in the province you are currently registered as staying.

All offices are allowed to accept a application for a non immigrant visa (category O). The application has to be approved at the division headquarters for the area when the office is located. Some offices may refuse to accept the application.

There are about 80 immigration offices in the country so it is hard to say which one will not accept the application. If you were to tell us which office you will be going to that would help.

In some cases in may be easier to apply for a single entry non-o visa at a nearby embassy or consulate rather that than going through the process at immigration. Two trips to immigration for the visa. You will have to show the same supporting documents and financial proof twice (once for the visa and then again for the extension of stay).
