Authorities are legally obliged to bring the boats safely to shore. Once detained the US has negotiated various agreements that allow for the immediate return of Mexican nationals, as well as specific arrangements for third-country nationals via repatriations. The UK, however, following its exit from the European Union, lost access to the "Dublin Regulation," an EU-wide agreement that allowed member states to return asylum seekers to the first safe EU country they entered. Without a comprehensive replacement treaty with France or the wider EU, returning arrivals across the Channel is exceptionally difficult.
