If i get my new passport (the issue date is mid July) and i do my stamp transfer in Sept as i have to change my id card in sept in my country during the specified period.  I want to change id card and get back my new passport in one time. 

Is it reasonable? I can show them the issue date of my new id card.

There is not rule stating how soon you have to do the stamp transfer. No problem to wait 2 months if you need to.
