It's a new dual track line that you can see being built at the moment around Soi 94.

Lots of land has been cleared south of Hua Hin too on the road to Pak Nam Pran.

 

The dual track line is meant to be a significant upgrade to the existing line and promises much quicker travel times between Hua Hin and Bangkok.

 

There is also a high speed train line planned for Hua Hin, but that's a separate project to the construction going on at the moment.

i would say based on the current rate of construction in the Hua Hin area (looking north and south for 60 kilometers) at least another year to 18 months. 

 

Some empirical observations indicate that the track will not be elevated the entire route. It is in fact dual track, and roads are being redesigned to pass under or over the tracks at all locations where the tracks are not elevated. 

In the case of existing road flyovers, the tracks drop down to pass under. 

 

Many new stations are under construction. Large train stations are being built next to military bases. 

 

Every small creek or stream is being reinforced with concrete and a new bridge is being built, even if the tracks are elevated at that point.

 

Thousands of houses have been torn out and entire neighborhoods have been removed on both side of the track, this time clear out to the railroad property line with fencing.

Double track is being laid in a number of areas as well as Bangkok to the South.

A lot of work to North East going to Nakhon Ratchasima and Khon Kaen.

The end story is being able to travel from Yunnan in China through Laos to Thailand to Bangkok - Bang Sue will become a superhub and then onwards south to Malaysia and finally to Singapore.  Up in Laos they are making great strides despite the terrain. Implications? Even more Chinese!!!

One purpose was to make the round trip a one-day event.

That would encourage more day-trips from tourists in Bangkok Metro area to Hua Hin who can return to their hotel in Bangkok.

Yes indeed and a possible rapid transport route for Chinese military vehicles, weapons and personnel throughout South East Asia (excluding Vietnam)!

The two railroad overpasses/flyovers on the north and south sides of Pran Buri; which is south of Hua Hin; have been ongoing for at least two years.  Progress is slow and I'm thinking at least two more years.  South side has the concrete roadway more or less in place.  North side poured concrete for the support towers and five feet of rebar are sticking out.  We used to take the back road from Pak Nam Pran to Petchkasem road to/from Hua Hin.  We live about two miles south of Pak Nam Pran.  I saw road widening but nothing done on the railroad.
