i guess it depends how you value  your need to visit to the embassy as to your approach to that one

No it doesn't mean to come at 11:30 am.  After you made your appointment, they sent you a letter to your email address. In the middle of the letter, under: "Important Information", it will give you your queue number. As for me, my queue number was 8, therefore I plan on being there at 8:30 am when they open. I don't know what would happen if you are not there when your queue number comes up. I guess it will depend on the mood they are in if you are late. Good luck.

Yout queue number is on the appointment confirmation email they sent you.
