Anyone with info about this much appreciated

I don't see any issue for SETV. O-A and METVs have home country/residency restrictions.

Perhaps try calling them and asking. Although the web site is not positive.

The Royal Thai Consulate in New York is in charge of issuing appropriate visas to citizens and permanent residents within its jurisdiction area.

I have done visas by mail with Thai Consulate NYC.

The Thai Consulate in L.A. does visa by mail so I would imagine that NYC does too. Just use registered mail so you can track everything.
